Program Qualifications
Participants must be residents of Duval County and demonstrate the need for assistance.
Income Criteria
Qualifying households must earn less than 80% of the Area Median Income, adjusted for family size.

Everyone that will live in the housing for which assistance is to be provided must be included when calculating family size.
To determine household income include the income of every member of the household aged 18 years or older.
Other Criteria
If you can answer yes to any of the following, you do not qualify for the program:- Have you or any member of your household been convicted of a felony in the last three years?
- Have you or any member of your household been convicted of drug sales, a violent crime (murder, aggravated assault/battery, robbery, kidnapping, aggravated child abuse, or armed burglary) or any sex crime in the last ten years?
- Have you or any member of your household been evicted from public housing or other subsidized housing in the last five years?
The above reflect the most common reasons an applicant is ineligible for assistance. There are other factors that may disqualify an applicant.
